Finance and Operations Officer
One year. Renewal is subject to the availability of funds and performance.
$200,000 - $230,000 per month. Remuneration is determined by experience, qualifications and the time commitment to this post.
The Jamaica Youth Advocacy Network (JYAN) is an independent, youth-led, non-governmental organization (NGO) dedicated to youth development and human rights advocacy. JYAN is supported by youth values and seeks to develop, empower, and sustain a cadre of youth advocates to lobby for change on behalf of young people by promoting positive behaviours, teaching techniques of positive advocacy, contributing to policies affecting them and building their capacity in Jamaica, the Caribbean and beyond.
JYAN is currently supported by a core staff of three including the Executive Director (and Programmes Coordinator), Policy and Advocacy Coordinator and Communications and Social Media Officer. JYAN also has a cadre of youth advocates, the Advocacy Council, who work with the core team to carry out advocacy initiatives and the organization’s overall mandate.

About the Role
The Finance and Operations Officer will have primary responsibility for the management of the administrative and financial aspects of the organization’s work. The Finance Officer will support the Executive Director in the day to day management of the organization’s resources to respond to the programmatic work. The Finance and Operations Officer will report directly to the Executive Director.
Duties related to this post include but are not limited to:
Accounting and Finance Management
Maintaining the accurate and factual keeping of all records and information relating to JYAN’s projects and overall operations.
Preparing and executing financial transitions to suppliers and beneficiaries, where required.
Carrying out procurement duties in line with the organization’s and donor’s guidelines, ensuring documentation in line with the established protocols.
Source appropriate equipment and supplies for the organization, at competitive prices.
Build relationships with suppliers, ensuring effective communication throughout the procurement and purchasing process.
Monitoring the project budgets and project-related financial expenditures and providing reports and feedback on expenditures and overall burn rate.
Preparing bank reconciliations monthly, and updating appropriate expenditures on a daily basis.
Recording all financial transactions using appropriate accounting systems and software.
Provide sound cash-flow management and ensure the availability of funds for organizational activities.
Data entry of organization’s financials in the electronic accounting system.
Monitor expenditures against budget headings and report any variances across all programmes/projects.
Monitor the organization’s costs and expenditures; provide suggestions/advice on possible savings and opportunities.
Drafting Standard Operating Procedures (SOPs) to guide JYAN’s procurements, requisitions and reimbursements processes.
Identifying and drafting relevant policies to ensure proper guidance of the organizations’ day to day management, employee oversight and interactions with our Council, volunteers and other children young people.
Representation [Internal & External]
Providing financial updates to the Board of Directors, as required, which may include attending Board meetings.
Serve as liaison with donors on matters related to the grant’s finances and ensure programmatic and financial accountability to donors.
Prepare reports to donors on the utilization of grant funds, as required.
Participate in the production of relevant reports to ensure timeliness and accuracy of information provided.
Contribute to the creation of a positive image and overall credibility of the organization, notably through maintaining the organization's Charities’ status, tax compliance and other applications necessary for the organization’s full compliance with the law.
Interface with agencies and institutions including government and donor agencies to ensure compliance with varying regulations, where applicable.
Maintain frequent contact with the programmatic staff to ensure finance activities and objectives are communicated.
Work with programmatic staff to ensure the coordination of activities are within budgeted targets.
Where applicable, advocate and plan for professional development for staff.
Education, Experience and other Requirements
Bachelor’s Degree in Accounting, Banking and Finance or other related fields.
At least three years of demonstrable, experience in accounting and financing.
A background or experience in human resource management is an asset.
Experience working with vulnerable groups, non-governmental organizations or within the civil society space is an asset.
Skills and Qualifications
Strong knowledge and proficiency in account management software and systems.
Proven track record in Grants and financial management.
People skills and management, ability to communicate clearly and effectively.
Strong organizational skills.
Ability to work independently, prioritise tasks, and seize work on own initiative.
Possesses good time management skills and the ability to meet deadlines.
Integrity and trustworthiness, and ensure confidentiality of sensitive information.
Strong written and verbal communication skills.
